My instincts make me suspect it's the work of a tattoo artist. I'm linking to Monday Mural.

    Are you sure it is a painting. Not so long ago I saw a mural of this kind a bit apart from the wall and it proved to be a kind of photo that was stuck on the wall with wallpaper paste.
